Napa, California is part of Napa County, famous for its wine production. As of the 2000 census, Napa city had 72,585 inhabitants. Within the 17.8 square miles of the city, lies the Napa River, which has flooded the city several times already.

The Napa Police Department must handle emergency preparedness measures, especially with the constant threat of rising water levels. The Department is organized within six bureaus: Administration, Patrol, Crime Prevention/Youth Services, Investigations, and Central Dispatch. Heading each bureau is a Police Commander.
